No person shall bathe, wade or swim in any waters under the jurisdiction, control, operation or supervision of the Board of Park Commissioners, except at times and in places as the Board may designate or maintain as bathing areas. No person shall bathe, wade, swim or appear in any bathing area unless covered by trunks or with a bathing suit, which is properly supported with straps or other devices which must be kept in place at all times. No person shall dress or undress in any park, except in places as may be designated or maintained for the purpose.
