§ 99.03 CONSTRUCTION AND JURISDICTION OF CHAPTER.
   (A)   Any requirement or provision of this chapter relating to any act shall respectively extend to and include the causing, procuring, aiding or abetting, directly or indirectly, of the act, or the permitting or the allowing of any minor in the custody of any persons doing any act prohibited by any provision of this chapter.
      (1)   No provision of this chapter shall make unlawful any act necessarily performed by any officer or employee of the Department of Parks in line of duty or work, or by any person in the proper and necessary execution of the terms of any agreement with the Board of Park Commissioners.
      (2)   Any act otherwise prohibited by this chapter, provided it is not otherwise prohibited by this code, law or local ordinance, shall be lawful if performed under, by virtue of, and strictly in compliance with the provisions of a permit and to the extent authorized by this chapter.
   (B)   This chapter shall be effective within and upon all areas under the jurisdiction of the Board and shall regulate the use of these areas by all persons.
