Every owner of any rental dwelling unit or mobile home rental shall be responsible for the installation and repair of all smoke detectors as herein provided, and the installation, repair and maintenance of all smoke detectors in common areas. Every tenant of any rental dwelling unit shall be responsible for the maintenance of such smoke detectors in the unit the tenant occupies. This requirement applies to smoke detectors required by any state or federal law as well as by this chapter, unless excused by other applicable state or federal law.
