§ 93.027 TIME LIMIT FOR LOADING AND UNLOADING.
   (A)   No gunpowder, guncotton, giant powder, dynamite, nitroglycerine, fulminate of mercury or other high explosives of similar nature shipped to or from the city shall be permitted to remain on any dock, wharf, landing, street, public way, railroad track or station platform or on or in any car or on board any vessel or at any other place within the city in a greater quantity than 50 pounds for a longer period than is necessary to load and unload the explosives, which time shall not exceed 12 hours. Where special or unusual circumstances are shown to exist which prevent the loading or unloading of the explosives within the period of 12 hours, the Chief of the Fire Department may, by special permit to be issued by him or her in writing, extend the time for the loading or unloading an additional 12 hours.
   (B)   It shall be unlawful to ship through the city any gunpowder, guncotton, giant powder, dynamite, nitroglycerine, fulminate of mercury or other high explosives or to permit any car loaded with any high explosives to stand on any side track or railroad tracks within the city.
