No person licensed under the provisions of this subchapter shall sell, weigh or handle for sale or disposition any explosives described in this subchapter, except loaded paper or metallic shot shells or cartridges, percussion caps or primers, by artificial light, unless the explosives are sealed in metallic cases or canisters so as to effectually prevent danger of explosion or conflagration.
