§ 91.076 VIOLATIONS.
   (A)   The owner of an impounded animal may be prosecuted against for violation of this chapter.
   (B)   The licensing authority shall review automatically all licenses issued to animal owners against whom 3 or more violations have been assessed in a 12-month period.
