§ 74.075 CREATION; PURPOSE.
   (A)   There is hereby created a Bicycle Court in the city. The Captain of the Safety Education Division of the Police Department shall be the hearing officer in charge of the court. He or she may delegate the power to hear and determine and order disposition of offenses from school children in cooperation with city school officials, subject to review by the Police Captain, under this chapter to a panel of persons chosen by the Police Captain.
   (B)   The purpose of the Bicycle Court is to educate persons, especially minor children, in traffic safety, to teach children respect for the law through an informal proceeding without subjecting them to arrest and trial in criminal and juvenile courts and to have children of comparable ages conduct a court to discipline minor offenders and thereby give these children a sense of responsibility in the administration of law at an early age.
   (C)   The provisions of this chapter are designed to teach traffic safety and are not to be construed or used as a basis for a charge of negligence or contributory negligence in any civil action.
