§ 74.040 SPEED.
   (A)   No person shall operate a bicycle at a speed greater than is reasonable and prudent under the conditions then existing.
   (B)   No bicycle rider when riding on the sidewalk in front of a business place shall ride at a speed greater than 3 mph.
