§ 74.020 TRANSFER OR SALE OF BICYCLE.
   (A)   Upon the sale or other transfer of a licensed bicycle, the licensee shall remove the license plate and shall either surrender the license plate to the Chief of Police or may upon proper application, but without payment of the additional fee, have the plate assigned to another bicycle owned by the applicant.
   (B)   (1)   Upon the sale or other transfer of a bicycle in the city, the seller must present to the new owner the present license registration, original bill of sale or other positive proof that he or she can legally sell the bicycle.
      (2)   To legally sell or transfer the bicycle to a new owner, the license registration, bill of sale, or positive proof must be signed over to the new owner and he or she shall apply for license plates in the manner stated in this chapter.
