§ 74.017 INSPECTION OF BICYCLE.
   The Chief of Police or any officer assigned the responsibility shall inspect each bicycle before licensing the bicycle, and shall refuse a license for any bicycle which he determines is in an unsafe mechanical condition and does not comply with §§ 74.060 et seq.
