Application for a bicycle license and license plate shall be made on a form provided by the city and shall be made to the Chief of Police. A fee of $0.50 shall be paid to the city before each license or renewal thereof is granted. Licenses shall be issued by the city every 3 years and shall all expire at the same time. The $0.50 fee shall be for the 3-year period or that fraction which has not expired at time of application.
