Upon receipt of the written application, the Street Department shall, within a reasonable amount of time, grant or deny the permit so applied for, subject to the following conditions:
(A) No applicant shall be granted a permit for more than 1 reserved space adjacent to his or her place of residence.
(B) No applicant who has access to off-street parking at his or her place of residence shall be granted a residential handicapped parking space.
(C) Each permit sticker granted pursuant to the provisions of this subchapter shall be assigned an identification number, and is not transferable.
