(A) (1) Whenever any motor vehicle without a driver is found parked or stopped in violation of this chapter or any ordinance of the city, or of the state law, the officer finding the vehicle shall take its registration number and may take any other information displayed on the vehicle which may identify its user, and shall conspicuously affix to the vehicle a notice, in writing, on a form provided by the Board of Public Works and Safety, for the driver to answer the charge against him or her within 48 hours during the hours and at a place specified in the notice.
(2) The officer shall deliver 1 copy of the notice to the commanding officer of the Traffic Bureau and 1 copy to the Clerk of the City Court.
(B) (1) Notwithstanding anything to the contrary contained herein, any duty, power or authority of an officer with regard to the notice may be assigned by the Chief of Police to non-sworn civilian personnel of the Police Department who shall be designated as parking control persons.
(2) Any person so assigned and designated shall be authorized and empowered to perform any duties and acts as herein referring to an officer with regard to the notice.
