§ 72.013 RESIDENT ONLY PARKING AREAS.
   (A)   It shall be illegal to park any motor vehicle in the resident only parking area, as set out in Ch. 77, Schedule VII, unless the motor vehicle has permanently affixed to the lower left corner (driver side) of the rear windshield, a valid resident sticker or unless the vehicle has displayed in that location a valid visitor parking permit (provided to the visitor by a resident of the area), both as issued by the Chief of Police as provided herein.
   (B)   The Chief of Police and the Police Department shall carry out the duties required of them in the issuance of resident and visitor parking permits at no charge to residents and visitors.
   (C)   The Chief of Police is directed and empowered to have printed and to obtain appropriate numbered resident stickers and appropriate numbered visitor parking permits, which shall be made available to the residents of the resident only parking area as hereinafter provided.
   (D)   Upon passage of the Resident Only Parking Ordinance, the ordinance will be posted upon a City of Hammond website, as well as a copy posted in the Hammond Public Library. The website will provide the following information:
      (1)   That resident stickers and visitor permits are available and may be obtained from the Police Department by residents of the area.
      (2)   That residents may obtain a resident sticker for each vehicle belonging to a member of his or her household upon submission to the Police Department of a valid vehicle registration and adequate proof of residence.
      (3)   That the inhabitants of each residence may obtain up to 3 visitor permits, upon submission to the Police Department of adequate proof of residence.
      (4)   That the resident stickers and visitor permits shall remain valid as long as the person remains a resident of the resident only parking area.
   (E)   The Chief of Police is directed and empowered to issue the stickers and permits to residents of the resident only parking area and to keep records of the vehicles for which stickers are obtained and the residents who obtain visitor permits.
   (F)   The Board of Public Works and Safety shall take no action affecting the designation of a street or streets for residential parking only, without prior notification to the Common Council.
