§ 72.008 PARKING DURING SNOW EMERGENCY.
   (A)   After a snowfall of 2 inches for the main artery streets and after a snowfall of 4 inches for residential streets, the Mayor is hereby empowered to declare a snow removal emergency.
   (B)   After declaration of a snow removal emergency, or concurrent therewith, the Mayor is empowered to issue the following orders.
      (1)   Restricted parking.
         (a)   Any vehicle parked on a public street of the city shall be parked only on the even numbered side of the street on those days bearing an even numbered calendar date.
         (b)   Any vehicle parked on a public street of the city shall be parked only on the odd numbered side of the street on those days bearing an odd numbered calendar date.
         (c)   For the purposes of this section and of any restricted parking orders, “day” shall commence at 12:00 noon and end at 12:00 noon the next day following.
         (d)   No vehicle shall be parked, stopped or left standing in any alley within the city.
      (2)   Temporary 1-way streets. The Mayor may designate, by erection of signs, any street to be restricted to 1 direction of travel.
   (C)   (1)   If the Mayor finds vehicles parked in violation of his or her orders, he or she shall order and cause the vehicles to be removed at the expense of the owner of the vehicle. Any vehicles so removed shall be impounded by the Mayor until payment by the owner of the expense of removing and storing the vehicle.
      (2)   However, the cost of removal shall not exceed the sum of $15 and the cost of storage shall not exceed the sum of $l per day. Further, should the owner not make payment and claim the vehicle within 7 days of its removal, the vehicle shall be disposed of in accordance with I.C. 9-22-1 et seq., except that the proceeds of the disposal, after payment of costs, shall be deposited with the City Controller and allocated to the fund herein established in division (E) below.
      (3)   The city shall not be liable for any loss or damage to the vehicle which occurs during its removal or while in the possession of the city or its agent or as a result of any subsequent disposition. The costs of removal and storage herein provided may be reviewed by the Common Council for modification to reflect the then prevalent costs of removal and storage.
   (D)   Any orders issued hereunder by the Mayor shall remain in effect until the Mayor declares the snow removal emergency to be terminated.
   (E)   (1)   Any person violating any provisions of this section or any order issued hereunder by the Mayor shall, in addition to the foregoing, be subject to the fine set forth in § 72.999(C) for each violation.
      (2)   Payments of fine and proceeds under this chapter shall be deposited into a non-reverting special fund to be established by the City Controller and to be designated by him or her as the “Snow Removal Fund,” which fund shall be used for payment of snow removal costs, snow removal equipment, purchases and repair.
   (F)   (1)   It shall be the general policy, whenever feasible, that when snowplows go into the residential areas not less than 2 snowplows shall be assigned to each Councilmanic district.
      (2)   The snowplows shall not overlap into other residential areas until the respective districts have been completed.
