(A) It shall be unlawful for any person to park or cause to be parked any motor vehicle on any street in the city for a period longer than 96 consecutive hours, except as provided below.
(B) Any person who desires to park a motor vehicle on any street in the city for a period of more than 96 consecutive hours shall apply to the Chief of Police of the city for a permit to do so. The Chief of Police shall grant such a permit only after determining that compliance will be made to the following terms.
(1) The safety of persons traveling on the street on which it is desired to park the motor vehicle will not be endangered.
(2) The reasons stated for parking a motor vehicle more than 96 consecutive hours make the granting of the permit necessary and reasonable.
(3) There is no other place in which the motor vehicle could be parked for the period, and the request is reasonably convenient to the place in which the motor vehicle is to be parked.
(C) A permit granted by the Chief of Police shall state the name of the person seeking the permit, his or her address, the address in which the motor vehicle shall be parked, the model, kind and registration plate of the motor vehicle to be parked, and shall further state the expiration date of the permit.
