(A) Parking in the parking facility east of the city hall building between Highland and Lyons Streets and between Calumet and Columbia Avenues and parking on the east side of Calumet Avenue between Highland and Lyons Streets, at the Civic Center on Sohl Avenue, and at the Rand McNally Building on Conkey Street in the city shall not be restricted in any way except for spaces set aside for the handicapped.
(B) All signs restricting parking in any way in conflict with this section shall be removed.
