(A) The Pretreatment Coordinator shall publish, annually, in the largest daily newspaper published in the municipality where the District is located, a list of the users which during the previous 12 months were in significant noncompliance with applicable pretreatment standards and requirements as defined in § 51.001.
(B) The list shall summarize the enforcement actions and all non-compliance notifications taken against users during the prior 12-month period. The list shall be published prior to February 1 of each calendar year. The list shall also be sent to the President of City Council, prior to February 15 of each calendar year.
