(A) The admission into the public sewers for any water or wastes having a 5-day carbonaceous biochemical oxygen demand greater than 220 parts per million by weight; containing more than 260 parts per million by weight of suspended solids; containing any quantity or substances having the characteristics described in §§ 51.020 through 51.037 or having an average daily flow greater than 25,000 gallons shall be subject to the review and approval of the Superintendent. Under no circumstances can the Superintendent impose limits less stringent than those specified in §§ 51.020 through 51.037.
(B) As deemed necessary, by the Superintendent, to assure that the POTW is not overloaded with compatible pollutants, the owner shall provide at his or her expense, the preliminary treatment as may be necessary to reduce the carbonaceous biochemical oxygen demand to as low as 220 parts per million and suspended solids to as low as 260 parts per million by weight. The Superintendent can set limits in permits as necessary for BOD and TSS to assure that allocations made using methodology consistent with that described in the report titled “BOD and TSS Industrial User Permit Limitations for the Hammond Sanitary District,” dated February, 1992, are not exceeded. Where necessary to meet the objectives of this chapter the owner shall provide at his or her expense, the preliminary treatment as may be necessary to reduce objectionable characteristics or constituents to within maximum limits provided in §§ 51.020 through 51.037; or provide control or flow equalization of the wastes described in § 51.002 so as to avoid any slug loads or excessive loads that may be harmful to the POTW.
