Any personal or business check presented to the city or its departments as payment for any city obligation, restitution, penalty, fee or service, which is subsequently returned by the financial institution as dishonored, based upon a lack of funds, closed account, failure to sign, or stopping of payment without valid legal cause, is subject to a dishonored check fee in the amount of $30. When necessary, the City Legal Department is authorized to initiate collection procedures on dishonored checks.
