This subchapter shall in no way limit any officer, employee or department of the city in connection with the purchase and exchange of property and services as provided for in I.C. 36-1-7-12 or any member of the city’s Police Department in connection with any legitimate law enforcement activity or any member of the city’s Fire Department in connection with any firefighting emergency outside of the corporate city limits.
