§ 101.017 ALLEYS; LOITERING PROHIBITED.
   (A)   In the interest of public safety, no individual shall loiter in any city alley.
   (B)   In the interest of public safety, scrapping, scavenging, collecting, removing, whether on foot or with a vehicle, any scrap or recyclable material placed on a city alley line or city street is prohibited. This prohibition does not include pick-ups done by the city, sanitary district, appliance delivery service, or by a commercial waste hauler for multifamily units or businesses, or by a not-for-profit group that is picking up donations at the request of a city resident.
   (C)   Individuals possessing a one-year scavenger license, issued prior to the adoption of this section, shall be permitted to scavenge until the license's expiration on December 31, 2012. However, after passage of this section, no further scavenger licenses shall be issued by the City Controller.
   (D)   This section may be enforced by the Police Department and or the Code Enforcement Department. Violations of this section will be fined as provided in § 10.99 of this code.
