(A) It is the public policy of the city to provide all of its citizens equal opportunity and access to education, employment and business opportunity, access to public accommodations, acquisition through purchase or rental of housing and other real property, and to insure that discrimination and separation based upon race, color, sex, religion, national origin, ancestry, place of birth or handicap as an impediment to equal opportunity shall not exist.
(B) Equal opportunity and access to education, employment and business opportunity, access to public accommodations, acquisition through purchase or rental of housing and other real property, to the extent that remedies for the prevention of their denial as herein provided, are declared to be civil rights, the denial of which is contrary to American principles and is harmful to the social, cultural and economic life of the city.
(C) It is the public policy of the city to protect these civil rights for all persons and to promote the full realization of educational, social, cultural and business opportunities through a positive and continuing program within each department, division, agency and component of the city.
(D) It is also the public policy of the city to protect all persons from unfounded charges of discrimination.
