§ 37.009 ATTORNEY’S FEES.
   (A)   No appropriation of the Common Council shall be available for the payment of attorney’s fees or other legal expenses unless the title of the account or other provisions of the appropriating ordinance clearly authorizes the use of the account for the payment of attorney fees.
   (B)   In particular, the insurance or self insurance fund shall be broken down in the proposed budget into accounts available for the payment of attorneys fees and other legal expenses, and accounts for any or all other payments.
   (C)   The accounts in the self insurance fund available for the payment of attorneys fees and legal expenses shall be available for the payment of the attorneys fees of all participating units of government and departments of the city on an equal basis, including attorneys for the Common Council, City Clerk and City Judge; provided that, the payments for legal expenses of the Common Council shall not exceed those of the executive departments of the city.
