(A) The Common Council is authorized to establish as a line item in the budget of public officials and may appropriate funds from the general fund of the city to pay the expenses of or to reimburse city officials for expenses incurred in promoting the best interest of the city.
(B) The expenses may include, but are not necessarily limited to, rental or meeting places, meals, decorations, memorabilia, awards, expenses incurred in promoting industrial, commercial and residential development, expenses incurred in interviewing job applicants, expenses incurred in development relations of other units of government and any other expenses of a civic or governmental nature deemed by the Common Council to be in the interest of the city.
(C) The expenses shall not include the purchase of raffle or lottery tickets in the name of any public official nor shall they include the purchase of tobacco or alcoholic beverages.
