Whenever legal advertising and publication of legal notice is required under I.C. 5-3 for any matter before the Common Council or before any department, agency, board, commission or officer of the city in any matter in which any person or corporation is a petitioner, the cost of all such legal advertising and publication of legal notices shall be paid for and be borne by that petitioner.
