(A) Sand, dirt and dust from the excavation for or construction of buildings in the city, being blown by the changing winds, is a detriment to the public health, comfort, convenience and welfare of citizens of the city, and is thereby declared to be a public nuisance.
(B) It shall be unlawful for any person to permit or cause to be permitted the blowing of sand, dirt and dust from the excavation for or construction of any buildings in the city by the changing winds. The person shall at all times provide suitable barriers, ground cover or other necessary protection to prevent any sand, dirt or dust to be blown about by the changing winds.
