§ 150.040 PLAN AS TO DRAINAGE, GRADES REQUIRED; BUILDING PERMIT.
   (A)   No person shall erect or attempt to erect any building for residential purposes of any kind or nature whatsoever within the city until they have filed with the Building Inspector a plan clearly reflecting the grading to be established, the drainage and any other information that the Building Inspector may deem necessary. No building permit shall be issued unless and until the plans have been, in all things, approved.
   (B)   It is the intent of the Common Council by the enactment of this section to prevent unseemly and unsightly gradings and elevations and to control natural drainage, to the end that they shall not create a nuisance to an abutting property owner. It is further intended by the Common Council to amplify and extend the powers of the Building Inspector. It is not intended that the Building Inspector’s powers be curtailed, in any way, but his or her powers shall remain as they are presently outlined by this code and other ordinances.
   (C)   No person shall place fill of any kind on vacant land within the city until a plan showing proposed grade, elevation and drainage has been submitted to and approved by the Building Commissioner’s office.
