§ 72.06 PARKING DURING EMERGENCIES.
   (A)   Weather emergency. Whenever the Mayor and the Chief of Police determine that an emergency weather condition exists or is imminently forecast in the city or in a section or sections thereof because of snow, freezing rain, sleet, ice, snowdrifts, wind, storm, or other natural phenomenon which creates hazardous road conditions impeding or likely to impede the free movement of fire, health, police, emergency, or other vehicular traffic threatening the safety and welfare of the community, the Mayor and Chief of Police may jointly declare a weather emergency to exist for a period of 96 hours or less. Copies or content of such written declaration shall be released to the public information media prior to its effect. The emergency declaration may be extended or renewed as conditions warrant.
   (B)   Declaration of temporary parking requirements. Whenever the Mayor and the Chief of Police determine that exigent circumstances exist regarding parking on the streets of the city due to any parade, fire, display, public activities, public festivals, traffic, or other event or circumstances creating concern for public safety during which parking on any streets would create hazardous traffic conditions impeding or likely to impede the free movement of fire, health, police, emergency, or other vehicular traffic threatening the safety and welfare of the community, the Mayor and Chief of Police may jointly declare that temporary circumstances exist requiring no parking on designated streets for a period of 96 horns or less. Copies or content of such written declaration shall be released to the public information media prior to its effect. The emergency declaration may be extended or renewed as conditions warrant.
   (C)   Signs and markers required. Those streets so designated in the joint declaration shall be posted with suitable signs or markers at intervals not exceeding 500 feet, which signs or markers shall bear the word “NO PARKING.” The Public Works Director shall place and maintain all signs or markers required by this section.
   (D)   Parking prohibited. Upon the declaration of a no-parking order, the parking, standing, or leaving of any vehicles upon any or all of the designated streets shall be prohibited. The declaration provided for in this section may be extended to streets other than those designated as snow emergency routes.
   (E)   Citations. If any vehicle is parked, abandoned, or left standing in violation of the terms of this section, the same shall be considered a hazard and may be impounded and issued a citation. The owners of vehicles parked in violation of this section shall be responsible for all towing and storage charges and administrative fees unless the location at which the vehicle was parked was not properly marked as a no-parking route in accordance with this chapter, without regard to whether or not actual notice of the declaration was received by the owner.
