181.12 UNIFORM ALLOWANCE FOR POLICE AND FIRE DIVISIONS.
   (a)    Effective March 1, 1986, each uniformed officer of the Police Division shall be entitled to an uniform allowance as follows:
      (1)    First-year officers shall be entitled to an annual allowance in the sum of five hundred dollars ($500.00);
      (2)    Second-year officers shall be entitled to an annual allowance in the sum of four hundred fifty dollars ($450.00);
      (3)    Third-year officers shall be entitled to an annual allowance in the sum of four hundred dollars ($400.00);
      (4)    All other such officers shall be entitled to an annual allowance in the sum of three hundred fifty dollars ($350.00).
   The allowance provided for herein shall be expended for uniforms, authorized wearing apparel and/or related equipment as designated by the City Manager and shall be in addition to the salary otherwise received by each uniformed officer.

   (b)    Each uniformed officer of the Fire Division shall be entitled to two hundred seventy-five dollars ($275.00) in the first year of employment and annually thereafter; the same to be expended for uniforms, authorized wearing apparel, and/or related equipment as designated by the City Manager and shall be in addition to the salary otherwise received by such uniformed officer.
   (c)    The chief officers of the Police and Fire Divisions shall make periodic inspections of the uniforms and wearing apparel of the members of their respective divisions and shall order the purchase of new items if and when found necessary, and at such time shall issue to such member of the division a certificate which shall be presented to the Director of Finance for payment.
   (d)   Uniformed officers of the Police and Fire Divisions of the City shall be eligible, under policies established by the City Manager and in accordance with the provisions of the negotiated labor agreement for certain uniform maintenance benefits relative to pressing, cleaning and repair of uniform garments.
   (e)   The Chiefs of the Police and Fire Divisions may elect to use the following procedure in purchasing uniforms for their respective Divisions: The entire contract for uniforms shall be advertised and bids received in compliance with uniform specifications. The allowance specified in subsections (a) and (b) hereof shall be paid by the City, and if the contract price is in excess of such allowance, the excess shall be paid by the members. If the contract price is less than the allowance, additional apparel shall be purchased for the full allowance.

   (f)   In addition to the uniform allowance provided for in subsection (a) hereof, each uniformed officer of the Police Division who is assigned and working a schedule providing for five consecutive work days followed by two pass days shall be eligible for a payment of two hundred fifty-two dollars ($252.00) per calendar year, or twenty-one dollars ($21.00) per calendar month for the purpose of maintenance of his/her uniform or required clothing.
   In the event of a schedule or assignment change, promotion, or hire which would affect the eligibility of such uniformed police officer, the uniform maintenance allowance shall be prorated on a monthly basis. (Ord. 86-3-21. Passed 3-26-86.)
