175.06 ACTION BY PLANNING COMMISSION.

   After the Planning Commission's review of the urban renewal plan and its supporting studies and reports, the Commission shall submit to the City Manager its written report addressed to Council on the proposed urban renewal plan, including its recommendations for approval or disapproval. If the Commission has not submitted to the City Manager its written report addressed to Council on or before the forty-fifth day after delivery of the proposed urban renewal plan to the Commission, such plan shall be presumed to have been recommended by the Commission for approval by Council. The City Manager shall then submit a report to Council setting forth the action or inaction taken by the Commission, together with its recommendations, and also setting forth his recommendations as to the proposed urban renewal plan.
