      "Approved" means approved by:

      (a)    The Executive Director of External Services under the provisions of the Housing or Non-Residential Property Maintenance Codes or under the rules and regulations adopted pursuant thereto; or

      (b)    An authority designated by law or by the Housing or Non-Residential Property Maintenance Codes.
