1905.18 VACATED BUILDING MADE SECURE.
          (a)   The owner or operator of any building, structure, dwelling, dwelling unit, rooming house, rooming unit, or property which has been vacated shall make the same safe and secure in whatever manner the City Manager, and/or his or her designee, deems necessary.
   
   (b)   Any vacant building, structure, dwelling, dwelling unit, rooming house, rooming unit, or property, open at the doors and windows, if unguarded, shall be deemed dangerous to human life and a public nuisance.
      (c)   The City Manager, and/or his or her designee, shall be authorized, when necessary, to enter any vacant, open, and unguarded property to board it or otherwise secure it in order to lessen the severity of the danger.
   (d)   In securing or and/or his or her designee boarding the property, the City Manager, and/or his or her designee, may call upon any department, division, or bureau of the City for whatever assistance may be necessary, or may, by private contract, secure such property.
   (e)    Such securing or boarding shall be deemed to constitute effective boarding, but does not abate the nuisance condition(s) previously identified, unless so declared in writing by the City Manager, and/or his or her designee.
