169.05 AWARDING OF CONTRACTS.

The City Manager shall determine who is the lowest and best responsible bidder, and shall let all contracts as in his judgment is in the best interest of the City, having always the right to reject any or all bids and proposals. The City Manager shall, as soon as convenient after the tabulation of bids and proposals, publicly make and announce awards of contracts.
