1751.17 ROADWAYS.

(a) Each temporary mass gathering site shall provide a network of interior roads which are kept clear at all times for service and emergency vehicles.

(b) Each temporary gathering site shall be serviced by access roads, which will permit an adequate flow of traffic and ensure the free passage of emergency vehicles.

(c) All road surfaces shall be passable and maintained in a reasonably dust free condition at all times during the temporary mass gathering.
