157.03 APPOINTMENT.
   (a)    The City Manager and every member of Council shall each appoint two members to the Youth Commission. In the event any member of Council resigns or is replaced during his/her elected term of office, his/her Commission appointee shall remain a member of the Commission for the duration of the term for which he/she was originally appointed. Each student to be considered for appointment must be preparing to enter his/her sophomore, junior, or senior year in high school. Effort will be made to have adequate representation from various neighborhoods in the City and different racial, social, economic and demographic groups.
   (b)    Applications for membership on the Commission shall be announced, advertised and available in the same manner as those for all City boards, committees, and commissions. City Council Members and the City Manager may remove their Commission appointees.
