129.02 DIVISION OF CORRECTION.
   (a)   There is hereby established a Division of Correction in the Department of Public Safety. The Director of Public Safety shall direct the operation of the Division and shall appoint members of the staff of the Municipal Court, with the consent of the Judge of the Municipal Court, to compose the staff of the Division of Correction.
   (b)   The Division of Correction shall oversee persons convicted of minor offenses and misdemeanors and who are confined and/or kept at hard labor.
   (c)   The Division of Correction shall be responsible for prisoners convicted of minor offenses and misdemeanors and who are confined and/or kept at hard labor. Such prisoners may be assigned to work tasks in any department of the City government, subject to the approval of the director of such department.
   (d)   The following regulations shall apply to such prisoners convicted of minor offenses and misdemeanors and who are confined and/or kept at hard labor:
      (1)    No prisoner shall work longer than eight hours per day.
      (2)    No prisoner shall be assigned to do work other than work classified as governmental functions.
      (3)    Adequate meals shall be provided all prisoners who are confined or worked through a meal period.
      (4)    All work performed by prisoners shall be during daylight hours.
