119.02 NUMBER OF ASSISTANTS.

Except as the number of assistants and subordinates to be employed in any office or department is fixed by ordinance, the City Manager shall have and he is hereby given authority to fix such number, subject to appropriations made for salaries or compensation of such assistants and subordinates. (1931 Code §14.0300)
