138.02 DUTIES OF THE DIRECTOR OF HUMAN RESOURCES.
   It shall be the duty of the Director of Human Resources to serve as appointing authority in the Department of Human Resources and such other administrative staff level departments and divisions as assigned by ordinance or by the City Manager. Within such assigned departments and divisions, the Director of Human Resources shall further ensure the orderly administration of the city's labor and employee relations policies, compensation strategy and policies, training requirements and organizational development, and all such other duties as may be assigned pertaining to the Department of Human Resources.
