737.19 PROHIBITED ACTS.

   (a)    No person shall use any shopping cart, wheeled tote of any sort, wagon, baby carriage or any other wheeled conveyance upon the public streets, alleys or sidewalks to carry, move or transport scrap metal materials to a scrap metal facility within the City. This section is intended to impose strict criminal liability. No culpable mental state is required to commit an offense of this section.

   (b)    No person shall knowingly use, display, furnish or present the identification of another as proof of identification as required by Section 737.

   (c)    No person shall use, display, furnish or present proof of identification required by

Section 737 knowing the same to be fictitious or altered.

   (d)    No person shall possess a used, detached catalytic converter without written documentation of ownership or authority to possess.

      (1)    Any catalytic converter possessed in violation of subsection (d) of this section is subject to seizure at the time of arrest or citation.
