737.14 STAY ORDERS.
An appeal does not automatically operate as a stay of a failure to renew, revocation or suspension order of the section. If an appellant desires a stay of such order pending the outcome of the hearing, he must first apply in writing to the City Manager or his Designee setting forth his reasons for the stay. The City Manager or his Designee may request the Director of Finance to render, in writing, his/her views regarding the stay request. Within five (5) days after the receipt by the City Manager of the request for a stay, the City Manager or his designee shall render his/her decision on the request. If the City Manager or his Designee determines that undue hardship to the appellant will result by not issuing a stay and no apparent harm will be caused to the citizens of the city by issuing a stay, a stay order, not to exceed sixty (60) days and pending the outcome of the hearing, will be granted.
