172.03 CONDITIONS FOR GRANT.
   (a)   No grant shall be issued by the City except upon approval and authorization of Council.
   (b)   Generally, requests for one-time grants shall be given preference over subsidies or other recurring annual grant requests. Applications for grants to cover operating costs of the recipient may be significantly reduced or eliminated from consideration.
   (c)   Grants authorized pursuant to this Chapter shall not exceed ten thousand dollars ($10,000).
   (d)   The total amount of grant funds available will be determined annually by City Council and appropriated as a line item in the annual operating budget of the City or in a supplemental appropriation. Council may, by ordinance, award grants outside the annual budgeting process described in this Chapter.
   (e)   Appropriation of grant funds will be contingent upon the availability of General Fund revenues not obligated specifically for municipal operations.
   (f)   All grants shall be contingent upon the execution of a Grant Agreement between the City and the grantee. The agreement shall require the grantee to:
      (1)   Specify how the funds will be used; and
      (2)   Provide a detailed report on the expenditure of funds. The report shall consist of:
         A.   A reconciliation of the grant proceeds, expenditures and any remaining funds on hand; and
         B.   A detailed description of each expenditure made including;
            1.   The amount and check number;
            2.   The date paid;
            3.   To whom payment was made; and
            4.   The purpose of the expenditure.
