929.09 ADJUSTMENT OF USER FEES, CREDITS.
   (a)   User fee credits may be available to properties that have existing storm water detention facilities, or those planning such facilities may have their storm water management service charges reduced as provided herein, and in accordance with generally accepted engineering standards and practices to more accurately reflect the contribution to runoff from the premises and the level of service provided to such premises. The detention facilities must be in accord with the hydrologic, hydraulic and structural design requirements of the Director of Public Works and as provided by these Codified Ordinances. Facilities of a temporary nature will not be permitted a decrease in their charges.
   (b)   Only nonresidential customers shall qualify for user fee credits pursuant to a credit classification plan for various nonresidential storm water facilities. The classifications are listed in Table 1, below and are divided into water quality and quantity credits for both local and systemwide facilities. Nonresidential customers may apply for a combination of water quality and water quantity credits.

   (c)   The rates to be charged may be adjusted. Both residential and nonresidential customers may qualify for user fee adjustments in accordance with the rules and regulations of the Department of Finance Service Application, Billing, Credit and Collections Policy relating to billing error appeals.
