315.05 STANDARDS FOR PERMIT ISSUANCE.
The Chief of Police shall issue a permit as provided for hereunder when, from a consideration of the application, any written recommendations or objections from the appropriate City departments, and from such other information as may otherwise be obtained, he or she finds that:
(a) The conduct of the event or special event will not substantially interrupt the safe and orderly of other traffic contiguous to its route;
(b) The conduct of the event or special event will not require the diversion of so great a number of police officers to properly police the line of movement and the areas contiguous thereto as to prevent normal police protection to the City;
(c) The conduct of such event or special event will not require the diversion of so great a number of ambulances as to prevent normal ambulance service to portions of the City other than that occupied by the proposed areas contiguous thereto;
(d) The concentration of persons, animals, vehicles at assembly points of the event or special event will not unduly interfere with proper fire and police protection of, or ambulance service to, areas contiguous to such assembly areas;
(e) The conduct of the event or special event will not interfere with the movement of fire-fighting equipment en route to a fire;
(f) The event or special event is scheduled to move from its origin to its point of termination expeditiously and without delays en route;
(g) The event or special event is not to be held for the sole purpose of advertising any product, or goods, and is not designated to be held for purely private profit;
(h) The conduct of the event or special event is not reasonably likely to cause injury to persons or property, to provoke disorderly conduct or to create a disturbance.
(i) The conduct of the event or special event previously held by the permittee or on behalf of a particular organization or entity that was previously issued a permit was in accordance with all applicable rules, regulations, ordinances and any restrictions contained within the permit.
