315.02 SPECIAL EVENT PERMIT REQUIRED.
   No person shall engage in, participate in, aid, form or start any parade, demonstration, block party, recreational assembly or rally, unless a special event permit has been obtained from the Chief of Police. No person shall engage in, participate in, aid, form or start any other special event, unless a special event permit has been obtained by the Chief of Police. This section shall not apply to:
   (a)    Funeral Processions;
   (b)    Students going to and from school classes or participating in educational activities, providing such conduct is under the immediate direction and supervision of the proper school authorities
   (c)    Governmental agency acting within the scope of its functions.
   (d)    Spontaneous events occasioned by news or affairs coming into public knowledge within three (3) days of such public assembly, provided that the organizer thereof gives written notice to the Municipality at least twenty-four (24) hours prior to such event. (Ord. 2022-4-28. Passed 4-13-22.)
