373.21 BICYCLE DEALERS.

   (a)   Every person engaged in the business of buying or selling new or secondhand bicycles shall make a report to the Director of Public Safety of every bicycle purchased or sold by such dealer, giving the name and address of the person from whom purchased or to whom sold, a description of such bicycle by name or make, the frame number hereof, and the number of license plate, if any, found thereon.    (b)   Whoever violates any provision of this section is guilty of a minor misdemeanor on a first offense; on a second offense within one year after the first offense, the person is guilty of a misdemeanor of the fourth degree; on each subsequent offense within one year after the first offense, the person is guilty of a misdemeanor of the third degree.
