930.05 DUTIES AND RESPONSIBILITIES.
   The Storm Water Advisory Board shall be responsible for making recommendations on the development of the Storm Water Management Plan. This Board shall:
   (a)   Review the nature and condition of the City's storm water drainage system, including problems involving the illicit discharge of pollutants to the City Storm Water removal system, and make recommendations on control measures suitable for the City;
   (b)   Review the status and results of the City's current runoff control measures from construction and post construction sites and recommend regulations for any required improved control of contaminated construction site runoff;
   (c)    Assist in the dissemination of news and information regarding the education and maintenance of Storm Water systems within the corporate limits;
   (d)    Review the City's current maintenance and good housekeeping practices for its storm water systems and make recommondations on procedures to improve the City's current practices, where necessary;
   (e)   Make recommendations on ways to fund any improvements required to achieve and maintain compliance with the Phase II regulations and also satisfy the determined storm water management needs of the City;
   (f)   Schedule regular and special meetings at which the subject of the City's Storm Water Management Plan may be discussed by the citizens of the City; and
   (g)    Engage in any other lawful activities determined to be required to achieve the objectives of the Storm Water Management Plan, including the drafting of any regulations required to implement standards or activities described in the Plan, for presentation to the City Manager.
