903.02 SNOW AND ICE EMERGENCY; PROHIBITION OF PARKING ON CITY STREETS.
   (a)   The City Manager or his designee, at his/her discretion, may declare a snow and ice emergency during periods of inclement weather. During any declared snow and ice emergency, the parking of motor vehicles upon the streets of the City shall be restricted as follows:
      (1)   If a snow and ice emergency is declared on an even calendar date, the parking of all motor vehicles shall be prohibited on the side of all City streets having an even address number. Upon the plowing, salting and clearing of such even side of any street, the parking of motor vehicles shall be permitted on such even side of the street; and immediately following the clearing of the even side of such street, the parking of all motor vehicles shall be prohibited on the odd side of such street to facilitate the plowing, salting and clearing of the odd side of such street.
      (2)   If a snow and ice emergency is declared on an odd calendar date, the parking of all motor vehicles shall be prohibited on the side of all City streets having an odd address number. Upon the plowing, salting and clearing of the odd side of any street, the parking of motor vehicles shall be permitted on such odd side of the street; and immediately following the clearing of the odd side of such street, the parking of all motor vehicles shall be prohibited on the even side of such street to facilitate the plowing, salting and clearing of the even side of such street.
   (b)   All motor vehicles parked upon any street whereupon the parking of motor vehicles is prohibited during a snow and ice emergency shall be towed and impounded.
   (c)   All other parking prohibitions shall be suspended during the period in which a snow and ice emergency is in effect.
   (d)   The City Manager may establish policies and procedures to effectuate snow and ice emergencies as provided for herein.
