353.02 TWO-HOUR PARKING ON CERTAIN PORTIONS OF HIGH STREET; PARKING RATES FOR METERED STREETS AND LOTS.
   (a)    The parking of motor vehicles within the unmetered, marked and posted parking spaces in front of business and commercial establishments on the north side of High Street beginning at a point 213 feet east of Riverfront Plaza and extending east to Martin Luther King, Jr. Boulevard, and such parking spaces in front of business and commercial establishments on the south side of High Street between Second Street and Third Street, shall be free of charge and limited to a period not to exceed two hours Monday through Friday between 9:00 a.m. and 5:00 p.m. Any motor vehicle remaining in the aforesaid unmetered, marked and posted parking space beyond a period of two hours shall be fined as set forth in Section 351.99(b) hereof, and each offense of such one-hour parking limit shall be considered a separate offense and any such violator shall be fined for each separate offense.

   (b)   Parking meters regulating the parking of motor vehicles for a period of one (1) hour or less shall be placed upon the north side of High Street between Monument Avenue and a point 203 feet east of Riverfront Plaza, and on the south side of High Street between Front Street and Second Street. The parking of vehicles upon the aforesaid portions of High Street shall be regulated by parking meters between the hours of 9:00 a.m. to 5:00 p.m. Monday through Friday, and a deposit in the parking meter of one dollar ($1.00) per hour shall be required.
   (c)   Parking meters regulating the parking of motor vehicles for a period of thirty (30) minutes or less shall be placed upon the south side of High Street between State Street and Martin Luther King Jr. Boulevard, both sides of Court Street between South Third Street and Martin Luther King, Jr. Boulevard, and the west side of State Street between High Street and Court Street. The parking of vehicles upon the aforesaid portions of High Street, Court Street and State Street shall be regulated by parking meters between the hours of 9:00 a.m. to 5:00 p.m., Monday through Friday, and a deposit in the parking meter of one dollar ($1.00) per hour shall be required.
   (d)   Parking meters regulating the parking of motor vehicles for a period of two (2) hours or less shall be placed upon streets or municipally owned and/or operated surface parking lots throughout the City and in all parking meter zones as may be designated by the Transportation and Traffic Engineer and described in Parking Meter Schedule M1 on file in the office of the Clerk of Council. The parking of vehicles upon such streets or municipally-owned and/or operated surface parking lots shall be regulated by such parking meters between the hours of 9:00 a.m. to 5:00 p.m., Monday through Friday, and a deposit in the parking meter of fifty cents ($0.50) per hour shall be required. Existing Parking Meter Schedule M1 is hereby supplemented by adding the following streets and lots thereto and may be hereafter amended as Council shall determine:

   Buckeye Street from Riverfront Plaza to Second Street;
   “C” Street from Park Avenue to Ross Avenue;
   Court Street from Monument Avenue to Third Street;
   Dayton Street from Second Street to Fifth Street;
   Journal Square from High Street to Court Street;
   Ludlow Street from the Miami River to Fourth Street;
   Main Street from “B” Street to “D” Street;
   Maple Avenue from Third Street to Martin Luther King, Jr. Boulevard;
   Market Street from Monument Avenue to Martin Luther King, Jr. Boulevard;
   North Monument Avenue from Market Street to Dayton Street;
   North Second Street from High Street to Dayton Street;
   North Third Street from High Street to Linden Street;
   Riverfront Plaza from High Street to Market Street;
   South Front Street from High Street to Sycamore Street;
   South Monument Avenue from High Street to Ludlow Street;
   South Second Street from High Street to Sycamore Street;
   South Third Street from High Street to Cottage Street;
   Parking Lot A - Market Street and Riverfront Plaza Lot (lot adjacent to Elder Beerman);
   Parking Lot B - YMCA Lot;
   Parking Lot C - South Monument Lot;
   Parking Lot D - Riverfront Plaza and Market Street Lot located at the northeast corner of the intersection of Riverfront Plaza and Market Street;
   Parking Lot E - Lane Public Library Lot;
   Parking Lot J - First Methodist Church Lot;
   Parking Lot K - High Street and Martin Luther King, Jr. Boulevard Lot;
   Parking Lot L - Criminal Justice Building Lot; and
   Parking Lot M - 225 Main Street Lot.
   (e)   Parking meters regulating the parking of motor vehicles for a period of three (3) hours up to a maximum of twelve (12) hours shall be placed upon streets or municipally owned and/or operated surface parking lots and in all parking meter zones as may be designated by the Transportation and Traffic Engineer and described in Parking Meter Schedule M2 on file in the office of the Clerk of Council. The parking of vehicles upon such streets or municipally owned and/or operated surface parking lots shall be regulated by such parking meters between the hours of 9:00 a.m. to 5:00 p.m., Monday through Friday, and a deposit in the parking meter of twenty-five cents (25¢) per hour shall be required. Parking Meter Schedule M2 shall include the following streets and surface parking lots and may be hereafter amended as Council shall determine:

   Dayton Street from Monument Avenue to Second Street;
   Fifth Street from Butler Street to Buckeye Street;
   North Second Street from Dayton Street to Buckeye Street;
   Riverfront Plaza from Buckeye Street to Village Street;
   Parking Lot C - South Monument Lot;
   Parking Lot E - Lane Public Library Lot;
   Parking Lot J - First Methodist Church Lot;
   Parking Lot K - High Street and Martin Luther King, Jr. Boulevard Lot;
   Parking Lot L - Criminal Justice Building Lot; and
   Parking Lot M - 225 Main Street Lot.
   (f)   The City Transportation and Traffic Engineer is hereby authorized, subject to the approval of Council by amendment of Schedules M1 and M2, to establish parking meter zones at other locations upon those streets or surface parking lots where it is determined upon the basis of an engineering and traffic investigation that the installation of parking meters shall be necessary to aid in the regulation, control and inspection of the parking of vehicles.
