178.04 RECRUITMENT OF EMPLOYEES.

Consistent with applicable Civil Service regulations, recruitment efforts for vacancies in the municipal service shall take into account applicant residency within the City limits; however, in all such instances, the primary consideration shall be to provide an adequate number of qualified applicants to meet recruitment goals for certification and appointment.
